New Delhi: Police Commissioner Delhi Rakesh Asthana has formed a special investigation cell to monitor investigations to 2020 riots.
The development came after the police were withdrawn by the City Court to handle investigations to riots where at least 53 people were killed and more than 200 injured.
“K G Tyagi, ACP (retirees) has been appointed as consultants to monitor riot cases and court problems,” official orders released on Sundays.
“To accelerate and streamline investigations in addition to ensuring the right supervision and ‘PAIRVI’ of the case of Northeast riots registered and investigated by Northeast District, special investigation cells (SICs) are formed under special CP leadership (central zone),” it reads.
Commissioner with the police (Kisaran Timur), Deputy Commissioner of Police (DCP) and the additional DCP of the Northeast District is a member of the cell.
SiC will take stock of all the pending investigations and trials, and immediately record a time-bound strategy to ensure a quick investigation and effective prosecution of riot cases.
The emphasis must be on scientific and technical evidence to be carried in the note, he said.
The committee must ensure the submission of all additional costs in the court quickly, he added.
The next order says that in all cases where the results of the FORENSC Science Laboratory (FSL) are waiting, personal follow-up will be made with the FSL director with a request to speed up the results.
The problem must be chased by the FSL division related to priority.
“Officers personally must be related to the Special Public Prosecutor (SPP) to ensure their presence in court in all things, to represent cases of prosecution on each date effectively.
They will be explored thoroughly far before, before each hearing date,” He said.
“The team also must ensure that all witnesses and investigators officers appear in court in time, well issued and well prepared …” he said.
The police headquarters had attached 14 police officers, who had previously served in northeastern districts during the riots and had helped investigations for these cases, to accelerate and resolve the remaining investigations for the case of delayed investigations.
The order states that monitoring cells must ensure that all these officers are on duty and are monitored properly to achieve the desired results.
Delhi’s court last week dropped a lot in city police because “lethargic approach” and said that there were no steps for the right prosecution of the cases of riots 2020 which had been taken by the Police Commissioner and other high-ranking officials.
