The US government strengthens supervision of police reform monitors

WASHINGTON: Attorney General Merrick Garland described the details of the new rules at an event organized by the International Police Chief Association on Monday.
The rules will impose the annual budget cover on the monitor to prevent them from carrying out taxpayer costs for their services, and the monitor will also be asked to undergo additional training, according to senior department officials, who speak with the terms of anonymity.
The rules also called on the monitor to undergo their performance assessment after several years to ensure they are effective.
If the probe in Minneapolis, Louisville or Phoenix shows that the police department is involved in the pattern or practice of discrimination or the use of excessive force, the Ministry of Justice can try to use the decree of civil approval to enforce reform.
The monitor is usually hired to oversee the approval decree after negotiations between parties and approval by the federal court.
They are intended to function as a neutral adbliter with the term approval decree.
Recommendations for supporting monitor supervision, described in memo by the Vanita Gupta Attorney General’s Office, made after the department held around 50 sessions with the police department, mayor and others.
Many officials told the department that while they felt the approval decided to improve the practice of the police, they were worried about monitor costs that were sometimes tall and lack of supervision to ensure they were responsible.
President Joe Biden has vowed to overcome what he calls systemic racism in the United States.
The Ministry of Justice on April 21 launched his investigation into the police practices in Minneapolis after the jury verdict that a white police officer killed a black man named George Floyd in the 2020 incident that triggered racial justice protests in many cities.
The department of five days later launched an investigation of the Louisville Police Department, which officers last year was fatally shot a black woman named Bronna Taylor in a failed attack in another incident that drives police venues.
The department last month opened an investigation whether the police in Phoenix were illegally used deadly power, replying to the protesters of peace and violating homeless rights.
