The second arrested late on Saturday night was identified as Pooja and Jeena.
The police team has also been sent to Rajasthan, Uttar Pradesh and Madhya Pradesh to find out about other gang members who might have stolen two babies and plan to sell them to couples without children.
The driver grew suspicious after hearing a telephone conversation between one of the women in his taxes and a partner who might plan to buy a baby.
According to ACP (Crime) Preeting Sangwan, there may be at least 15 members in the gang, which is believed to be active since 2014.

Two babies were saved from three people on Saturday, 20 days old, police said, added that they had been submitted to the Child Welfare Committee.
