Transfers too many, RWA complaints are piling up at registrar’s office

Gurgaon: The hearing of complaints lodged by various RWAs at the office of the district registrar of firms and societies had already been disrupted because of the pandemic.
But what has compounded the problem is that the post of the district registrar has been lying vacant since June 7, when Ishwar Singh Yadav was suspended.
In the past one year, the district registrar’s office has been witness to several shuffles and reshuffles.
Officials appointed as the registrar have been transferred in months, causing complaints lodged by RWAs to pile up.
Moreover, there was hardly any hearing of complaints during the pandemic.
Even when offices have started to open now, grievances have not been heard because there is still no replacement for Yadav.
The office of the district registrar deals with complaints such as election of associations, disputes over membership, financial accounts of societies, disputes among governing bodies and so on.
But in the past one year, the office has hardly been witness to any kind of stability.
In March 2020, Yadav was transferred to Nuh following complaints against him and was replaced by Dijvijay Singh as the district registrar.
Just five months into his post, Singh was transferred back to Chandigarh in September and Yadav brought back to Gurgaon on October 13.
A day later, the order of appointing Yadav in Gurgaon was withdrawn and the registrar’s post lay vacant for one and a half months.
On December 3, the district registrar of Rohtak, Rajesh Khera, was given the additional charge of Gurgaon but in February 2021, Yadav was brought back again.
“There has hardly been any stability in the office.
By the time an official takes charge and starts examining the grievances of any society, a transfer order is issued.
As a result, the whole proceeding needs to be repeated,” a resident rued.
Sunil Gupta, a resident of BPTP Park Generation, had approached the registrar’s office over polls in his society.
“The RWA has been defunct for the past two years.
It was in August last year that I lodged a complaint and demanded that elections be conducted in the society.
There has been no resolution till date.
They just keep extending the dates of hearing,” he said.
When contacted, Yadav said he had complied with the government order and reported to the headquarters.
He, however, declined to speak on the allegations against him.
