Vyapam @ 6: How CBI chose 300 suspected images from a stack of 18 lakh

Bhopal: Six years, 155 cases, 45 ‘Mysterious Death’ Probes, 3,500 Chargesheeted People …
The numbers appear to mindboggling for every single investigation, but if there is one thing that stands out for the CBI during a long and frequent vyapam travel, That’s the officer identified around 300 suspects from the Lakh 18 photo lineup, without the advantage of talking to them.
It is equivalent to seeing a crowd of 30 times the size that flows in and out of the Bhopal station every day, and chooses a handful.
308 These interesting people are medical students, allegedly become a copy of candidates, who have no hope of breaking the entrance and have paid the exolation to enter the side door.
It was in July 2015 that the Supreme Court transferred Vyapam’s investigation from MPSTF to CBI.
The central body registered 155 cases.
At present, the CBI does not have a delayed Vyapam case for investigations, and hundreds of sympathizers, sent to Bhopal for massive investigations, has been sent back to their master unit.
They include CBI SP Manish Surti, who heads Vyapam Zone Branch from Day-1 Agency has a chargesheeted more than 3,500 suspects, and now, prosecution takes over.
Aware of Images: Scam like no one demands an inquiry without parallel.
What blew open cases was the identification of 300 strange suspects from thousands of morphed photos made by the squeezer made by combining separate images – candidates and imitators.
“It was done with the help of a professional photo editor.
They don’t know what it is.
The top of the candidate’s face is combined with the bottom of the imitator,” said an officer.
Why? “Because the invigilator mostly focuses on the eyes of a candidate during verification,” he explained.
This is done only where the modus operandi is an imitation.
Squeezers will hire high recording competitive exams and pay them Rs 10,000 to Rs 5 Lakh which defeats to break the medical exam.
The gang has sufficient range to include morph photos on recognition cards while maintaining details such as names, date of birth, and roll candidate numbers.
‘Solver’ will take the exam, a copy will appear for counseling and verification, and candidates who have been sitting lively after paying the racket appear after a few days to claim the chair.
Cutting through fog: “The interrogation of candidates is of no use because they don’t know who appears for them.
The Masterminds Scam also can’t recall their name and location.
This brings an investigation against imitators to a dead end,” said a senior officer.
The CBI is bound to get data from the Unique Indian Identification Authority (Uidai), but it is rejected, citing the new provisions of ACTHAAR ACT 2016.
Part 33 of the Aadhaar Law allows the use of Aadhaar biometric data only in cases involving national security.
Many problems: CBI collected 48,000 photos from MPSTF to start the initial search but it was an impossible task because the imitators were employed from universities in various states.
Not afraid, investigators began collecting photos of students from all test boards, medical colleges and coaching centers – Humongous duties by themselves.
They got the details of all those who had appeared in the PMT exam from 2007 to 2013.
What the CBI obtained was a lot of problems.
Data is poured, but in various formats – scanned images, word format, excel and pdf.
“The most annoying thing is when some centers send photos in video format.
They only take videos from their registers and send them,” another officer said, shook his head.
Finally, the CBI ended with a stack of 18 lakh photos.
It is sent to the government laboratory but no one has software or expertise to see and sort.
The CBI stated that Rs 10,000 gift to identify each suspect, but did not get input.
The central body then approached a private software company, which demanded Rs 2 Lakh to identify each suspect.
That means the cost of Rs 6 Crore.
The CBI quickly dropped the idea.
The Feds helped: Back in Square One, CBI contacted Interpol and sent it all overview of the image.
FBI face recognition software helps Indian institutions identify more than 250 suspects.
All of them have been arrested.
The software used by Hyderabad police to identify the Snatchers chain and other street criminals lead the CBI to around 30 more suspects.
Only 10 of the remaining 308 were ‘sought after today.
