Kolkata: The National Human Rights Commission Panel (NHRC) examines complaints of violence after the poll has said “the law of the ruler” in Bengal “instead of legal rules”.
The panel, was asked to check complaints by five judges from the Calcutta High Court, recommending in his final report that complaints “sad violations such as rape and murder” were handed over to the CBI to be investigated.
“These cases must be tried outside the country.
Other cases must be investigated by a special investigation team monitored by the court.
There should be a fast track field, a special public prosecutor and witness protection scheme,” his report said.
The panel gave a list of 13 “lucky police stations” in Cooch Behar, Birbhum, 24 parganas, 24 North Parganas and Howrah where the number of arrests was the lowest action and recommendation for “delay government servants”.
The Bengal government has proposed “remember the application” in the Calcutta High Court, looking for modifications to the Bench Judge Five when the court gave additional directions to the state government based on the “Brief Report” of the NHRC team even though the country did not have access to report content.
The NHRC panel member made 311 spot visits in 20 days of the state also objected to the recording of a larger bench than the response to complaints of post-polls as “lukewarm”.
“Findings in a temporary report are required to be supported by evidence and reasons,” said the state application.
The NHRC report came when the Supreme Court has issued a notification to the General Election Commission, Center and the Government of Bengal after pills urged the President’s government in Bengal.

The panel examined 1,979 complaints, 57 of them came from the National Women’s Commission and 18 of the West Bengal Human Rights Commission, and found the number of defendants still in “very low” custody.
The NHRC panel sent 582 complaints to the state police director general, after 137 registered firs; It recorded 188 instances from 311 spot visits where no FIR was registered.
The National Commission for Women and Panel NHRC Rajuben L Desai said he found during his three districts visits that women had “got pressure from the local police to attract their complaints”.
