Why ‘calm’ with the caste census, Congress asked the government at Rajya Sabha

New Delhi: Congress asked the government on Wednesday why it was “calm” and “escaped” from the caste-based census, which was seconded by a BJP parliamentary member who was in power in Lok Sabha on Tuesday and even by the head.
Minister of Bihar and Odisha.
The caste-based census is needed to assess the right basic situation because at least 30 states and the United States, reservations for backward classes have crossed the upper limit, the opposition party said.
Congress leader Abhishek Manu Singhvi raised the problem at Rajya Sabha while starting a debate in the upper house of the constitutional bill (amendment to 127), 2021 which seek to restore the power of the state to identify and determine social and economic downgrades (SEBCS) (SEBCS)), Missing after the Supreme Court assessment in the maratha quota case.
By asserting that there was a request for caste-based censuses from all quarters, Singhvi said this exercise was needed because quota for backward classes had exceeded the limits specified in many countries.
In 30 states and the United States, it was more than 50 percent, he said, while referring to Nagaland and Chhattisgarh in particular.
Likewise, while there is a 17 percent quota for backward classes in work, in fact, their percentage is higher, said the leader of the Congress.
“This brings us to an important problem – the caste census.
Why did you escape from the caste census? Your main minister in Bihar, a minister in Odisha and the MP woman you say you will do this.
Why does the government remain silent today?” He asked .
Singhvi also asked why the government did not say if it would bring the caste census or not.
“The reason why the government is silent is that reservations may increase from 22 percent to 35 percent,” he said.
Singhvi also said the UPA government led by the Congress had brought the caste census in 2011 but had a gap.
“There is a gap, I accept it.
But we tried it,” he said.
Talking about Bill Constitution (amendment 127), 2021, the leader of the Congress said it was important because 671 caste would lose reservations if the amendment was not carried out.
He said the government had several opportunities to improve the laws brought in 2018, adding, “because of pride and adamancy, you did not do it.” Singhvi said even the parliamentary election committee had suggested the government’s amendments to bring more clarity but ignored and after that, the APEX court interpreted it wrongly.
“You made a mistake, even the APEX court made a big mistake.
The court ignored the intent of Parliament,” he said.
Congress leader said the government had to include one more line in the amendment bill that it would apply starting 2018.
