Nagpur: Nagpur Municipal Corporation (NMC) engineers allegedly in the Nexus with several Canporators have divided works worth around RS35 Crore to maintain its value under RS3 Lakh to avoid the tender process.
Taking to know the alleged violations and financial losses caused by civilian bodies that lack cash, the commissioner of the city of Radhakrishnan B has made it mandatory for engineers to work clubs and implement only through the tender process.
Following orders, Chief Engineers and Head of NMC account and financial officers have issued a circular warning of action against engineers if they do not obey.
“Seconds that the engineers do not issue a tender to carry out similar types of work and those who are under one head together.
Instead, they are being carried out in the part by inviting a quote, causing financial losses to NMC,” said circular.
Circular adds that NMC will get a competitive offer if a similar type of work is done through a tender process.
“In addition to preventing financial losses, it will help in completing work in a period of time specified.
Officials must comply with orders and submit actions taken by reports once a week with superintending engineers,” said circular.
NMC sources said the ruling party had organized a special meeting of the General Agency on September 27 to target the civil heads and high-ranking officials regarding circles.
The possibility of resolution will be forwarded to directing the civil head to set aside circular.
TOI has a lot of time exposing the Nexus between engineers and some corporators in breaking down the same type of work to avoid the tender process.

In accordance with NMC norms, tenders must execute works above RS3 Lakh.
For work, the cost below RS3 Lakh, the quote is invited.
Apart from the nature of the work and regions, private contractors are also the same in many works.
NMC officials told Tii that engineers have proposed the works of RS35 Crore under various heads – funds funds, zonal funds, backward class funds, parks, PWD, Public Health Engineering Department – through quotes under RS3 Lakh.
Most of the works are valued on RS2.70 Lakh – between RS2.90 Lakh and Rs 3 Lakh.
The source said at this time, a private contractor pocketed a great work which quoted below 25%, so the tender process would benefit NMC.
“It also becomes difficult to monitor small works,” said the source.
The Nandlal Committee is also directed at avoiding the separation of similar types of work.
The Chairperson of the Committee remained Prakash Bhoyar and Opposition Leader Tansaji Wanve said the circle was contrary to NMC norms.
They said Corporators received RS20 Lakh’s ward funds per year.
“People approach small problems such as chokage waste lines, waterlogging, seat demand sitting, interrelated tiles etc.
Therefore, the corporator proposes small works gradually and in different areas,” they said.
They claim that there is no Nexus between corporators and engineers and no losses on the NMC in the work run through a quote.
“This lasted for years,” he said.
