New Delhi: Delhi Disaster Management Authority has banned the celebration of Puja Chhath in public places, including rivers, ponds, temples and public land remembering a pandemic.
However, in the order on Thursday, DDMA, however, allows public appearance to Ramlila and the celebration of Puja and Dussehra subject to the corresponding behavior of Covid.
Chhath Puja is celebrated by people from Bihar, Jharkhand and East Uttar Pradesh.
This year, the festival will reach four days from November 8 to 11.
Last year, Chhath and all festivals were prohibited because of Covid.
With a pandemic at this time, DDMA has loosened the prohibition of meetings in public until November 15.
The Delhi government has issued a detailed standard operating procedure, which prohibits exhibitions, food stalls and other crowd-interesting activities to prevent crowds and to facilitate.
Social distance.
DDMA has instructed district judges and deputy police commissioners to allow festival events only after ensuring that the place is suitable for the behavior of events while following Covid security norms.
Authorities were also asked to revoke permission if they detected norm violations.
About the government must strictly apply social distance and other protocols for festivals that have been allowed to be limited public celebrations.
It is also very important to signal clearly that the differential treatment of the festival is not due to any interference or discrimination but for good public health reasons.
Very strict norms.
There are no exhibitions, welds, food stalls (inside or outside the place), vehicle, demonstrations or procession will be permitted.
There are no positions to be permitted, only the presence sits.
District authorities have been asked to appoint nodal officers for each ramlila place or durga puja and they will be responsible for strict compliance with DDMA commands.
The organizers have been asked to ensure the video recording of the event every day and submit a soft copy of video recordings that have not been edited to Nodal officers along with the certificate that no norms are violated within three hours of the closing of the event every day.
Nodal officers must see video footage every day to ensure no covid norms are violated.
DMS and DCP must submit a certificate of compliance at all events under their jurisdiction to the main secretary.
As for the capacity in each place, in a maximum covered room 50% of that space can be used, with a 200-ceiling.
In the open area, the size of the land and obedience of social distance norms will determine the crowd capacity.
“This is a critical period because of the possibility of people who ignore Covid behavior in the middle of a large meeting, events, exhibitions, etc.,” DDMA said in its order.
“It is very important to uphold compliance with guidelines to allow celebrations in a careful, safe and covid way.
Every weakness in the implementation of the appropriate Covid behavior can cause serious consequences and result in a surge in case.” Arjun Kumar, Secretary of LAV Kush Ramlila Committee , one of the organizers of the enactment of the oldest Ramayana in Delhi, said they would follow all the norms set by the government.
“Preparation for our Ramlila performance in the red forty yard is in a full swing,” added Kumar if there was a violation of DDMA orders detected, the organizer of the event and other responsible people would face continuing.
