Moscow: Russia called on Wednesday for international assistance to support Kabul, for hosting the Taliban at the main international conference in Afghanistan for the first time since the group took power in August.
Pakistan, China, Iran, India and former Soviet Central Asian countries joined Taliban officials at the Moscow meeting.
But the United States moved away, quoting technical reasons, saying that it could attend such talks in the future.
“We are sure it’s time to mobilize the international community resources to provide Kabul with effective financial humanitarian support, including to prevent the humanitarian crisis and reduce the flow of migration,” Russian Foreign Minister Sergei Lavrov told reporters before the meeting.

In holding talks is part of an effort to increase its influence in the region after the United States attracts its troops from Afghanistan and the Taliban to take control of the country.
Lavrov said he regretted the lack of talks.
Moscow is mainly concerned about the risk of instability in Central Asia, and the possibility of migrant flow and Islamic militant activities directed from Afghanistan.
“We call the Taliban movement – and we discuss this with their leading delegation – to prevent the use of third regions to third countries against third countries.
The most important neighbor,” Lavrov said.
Russia struggled against the disaster war itself in Afghanistan in the 1980s and had military and political bonds with former Soviet Central Asian countries which limited Afghanistan.
Friendly tone in his speech, Lavrov hit a real peace tone of the Taliban government, which was still seeking international diplomatic legitimacy which would increase his call to incorrect assets held in the West and let AID flow.
“We recorded efforts made by them to stabilize the military and political situation, to establish state institutions,” said Lavrov.
Moscow satisfied with cooperation from Afghan authorities to ensure Russian safety in Afghanistan and the smooth work of the embassy, he said.
Lavrov did not put numbers about how much Afghan help may need or how big Russians want to provide.
Lavrov said on the night of the conversation that Moscow resisted the recognition of the Taliban while waiting for them to fulfill the promises they made when they took power, including the political and ethnic inclusiveness of the new government.
The Taliban has promised to protect women’s rights and minorities, but their interim cabinets only cover men, almost all of the Ethnic Pashtun groups that form less than half the population, from which they draw most of their support.
