Dharamshala: In the middle of the rigid opposition and booking the Opposition Congress and CPM Mlaas, the Himachal Pradesh Assembly on Tuesday passed the Bill of the Himachal Pradesh Lokayukta Amendment, 2021 with a voice.
The opposition demands the bill must be withdrawn, or the proposed amendment must be called a particular committee.
When the bill was passed, the opposition walked out in the protest.
The opposition legislator has a reservation with the provisions of the High Court judge who qualifies for the Lokayukta post and eliminates their fears, parliamentary affairs and Law Minister Suresh Bhardwaj said that through this amendment bill instead of limiting the scope of the government.
After finding it difficult to find a suitable candidate for the Lokayukta post for about four years, the Government of Himachal Pradesh has introduced a bill to change Lokayukta’s actions to make judges who qualify for the post.
Previously, the Himachal Pradesh Lokayukta Law, 2014 had the provision that the retired Supreme Court judge or the Chairperson of the High Court was only qualified for Lokayukta’s position but now the judges of the High Court were eligible for the post.
Himachal Pradesh Lokayukta Law, 2014 applied to ask for charges of corruption towards certain general functional and for similar things that are connected to it or incidental.
Previously, when participating in the discussion about the bill, CPM MLA Rakesha Singha said that in the interest of the country, home and home leader, the amendment should not be done as a disaster.
The MLA Congress includes the opposition leader of Mukesh Agnihotri, Jagat Singh Negi, Asha Kumari and Harshwardhan Chauhan also expressed their booking on the provisions of making high court judges who were eligible for the Lokayukta post.
Parliamentary affairs and the Minister of Law Suresh Bhardwaj said that when the law was carried out, for a certain period of time some amendments needed according to the situation.
He said that most of the location of the Lokayukta post remained empty at Himachal Pradesh because the scope of the eligibility was limited while people from outside did not want to come to the country.
He said that to ensure that the institution went smoothly, the amendment had been brought.
He said that together with the Supreme Court Judge and the Chairperson of the High Court now the judges of the High Court also qualified for posts.
He said that the Ministers of the minister’s chairman would not be relegated by the provisions of the High Court judge who qualified for the position of Lokayukta as the judge of the High Court had the same strength as the main judge was worried.
He said that the judge in the High Court was not appointed by the executive because they were appointed at the recommendation of the Supreme Court.
When the bill was passed on sound, the MLAS Congress walked out of the house as a protest.
