Hyderabad: While the central government is not in the mood to take the class resignation census in this country, the BCS State Commission has decided to do a massive exercise in Telangana.
The Commission will prevent expert agent services such as the College of India (ASCI) administrative staff, the Center for Economy and Social Studies (CESS), Economic and Statistics Bureau, Good Governance Center, to prepare a wise BCS enumeration road map.
The giant exercise will require a big labor in the form of an enumerator to reach every door in the state.
The Maharashtra government has also taken such an exercise which is expected to cost at least Rs 400 Crore.
The Chairperson of the Telangana State Commission for BCS Vakulabharanam Krishna Mohan Rao confirmed to the toi they have, in principle, decided to take BCS enumeration, including case-wise data.
“We will also send a team to Maharashtra, Karnataka, Tamil Nadu and other countries to learn how each BC commission or a special commission suggested by the Supreme Court has collected BCS empirical data before carrying out the task in Telangana,” he said.
Describing the need to take practice, he said the Supreme Court has directed the Maharashtra government to notify 27 per cent of the chairs ordered as a general category seat for local body selection because the country failed to submit OBC’s scientific data to the court of court.
The APEX court has clearly stated that state laws cannot easily provide a uniform and rigid seat booking for OBC in local bodies without the right investigation of the nature and implications of retardation by an independent commission.
The Commission will follow with the Triple Test needed to be compiled by the state before ordering a seat on a local body for OBC.
The Commission will consult with experts to prepare a questionnaire to start a wise BCS enumeration after the government approves funds.
