New Delhi: Intelligence Fusion Unit and Strategic Operations (IFSO) Delhi Police on Thursday was tracked and arrested a 21-year-old young man from Jorhat Assam District, for allegedly creating the ‘Bicli Bai’ application in Github which allowed people to participate in “auctions” online Muslim woman.
DCP (IFSO) KPS Malhotra said Niraj Bishnoi had received a ticket in Btech at the Vellore Institute of Technology, Bhopal, and was studying computer science.
He was taken to Delhi and claimed his role, said the police.
Bishnoi allegedly made the application using his laptop – Forensics had browed the remains on the device – and gave it to online propagators for circulation.
Police recover the list of list of people who detail posted in the application.
Bishnoi also runs an original Twitter account that first uploaded the application details ‘Bicli Bai’, officials said.
“With the arrest of Bishnoi, this case has been fully completed.
He is the main conspirator and application creator in GitHub,” said Malhotra.
Based on complaints of female journalists at the Cyber Police Station in Southeast Regency, Delhi police have submitted FIR below the IPC 509 section (Word, movement or law intended to insult the modesty of a woman) and 354A (abuse and sexual punishment for harassment) .
The woman accused her photo uploaded from a Twitter account like @bullibai_.
Some other complaints appear too.
While Delhi police were looking for information from Twitter about the account that first tweeted about ‘Bulli Bai’, asked him to remove offensive content, as well as from GitHub about the application developer, not returned.
However, Twitter suspends a tweet account about the application.
GitHub also removes the application and blocks users, as confirmed by the Union IT Minister Ashwini Vaishnaw, but did not share details about the suspect.
The San Francisco-based company has not distributed details about users with police in a similar case ‘Sulli Deals’ application where FIR was registered on 7 July last year.
Then, Delhi’s police seek details of GitHub using the official Legal Aid Aid Channel (MLA).
This time, Delhi police did not rely on GitHub for information and continued their own technical investigation.
Police Commissioner Rakesh Asthana transferred an investigation into the IFSO unit and formed a special team led by DCP Malhotra and consisted of several cyber experts.
Track the suspect, said source, complicated because Prima Prima Facie suggested users have covered their tracks properly using virtual personal networks.
“This case is very technical in nature.
With the help of Cert-in, the analysis of raw data was carried out and the location of the suspect was identified as Jorhat,” Malhotra added.

Bishnoi was tracked around 11pm and was taken to be questioned, said the source.

This is the fourth arrest in this case.
The other three were arrested by Mumbai police, including Shweta Singh from Uttarakhand, who were allegedly in the initial charges in this case, Maya, Rawal, also from Uttarakhand, and Vishal Kumar Jha based in Bengaluru, a second year engineering student.
Meanwhile, the Vellore Institute of Technology said Bishnoi had been suspended with direct effects.
