New Delhi: Amid certain concerns expressed by experts on the proposed amendments, the Biological Diversity Bill (Amendment), 2021, on Monday refers to the Parliamentary Committee, which will then examine it and submit a report in the first week.
Next year’s budget session even when the opposition Congress initially wanted to be sent to the permanent parliamentary committee related to the department of the environment, forests and science & technology.
The 31 member committee has 21 parliamentarians from various political parties, including two Congress, from Lok Sabha with the remaining 10 to be included from Rajya Sabha.
Unlike the permanent committee on the environment and forests led by members of Congress at Rajya Sabha Jairam Ramesh, this combined panel will be chaired by party members in the office.
Bill, which was introduced by Environment Minister Bhupender Yadav on Lok Sabha on December 16, seeks to facilitate fast tracking research, encouraging the Indian Medical System, bringing more foreign investment in the biological resource chain and decriminalizing the use of biological resources with ‘Vaids’,’ Judges’ and Ayush practitioners who have practiced original drugs for “sustenance and livelihoods”.
However, experts questioned why the government did not look for public comments on bills because it concerned every part of the country.
Legal initiatives for forests and the environment (life) – Delhi-based environmental research group – in the analysis of the bill said that the main objective of the proposed law was to “reduce the burden of compliance” and facilitate investment.
“Biological resource conservation is clearly the last priority.
The Amendment Bill will cancel all efforts made in recent years to implement the biodiversity law,” he said.
Noting that the main focus of this bill is to facilitate the trade of biodiversity, life says, “No provision in the proposed amendment is related to protection, conservation or increasing the interests of local communities in sustainable use and conservation of biodiversity.
Amendments appear to be done with the only intention provide benefits for the Ayush industry.
“Marking the opposition of his party who wanted a bill to be referred to a standing committee, Jairam Ramesh last Friday was written to the speaker Lok Sabha Om Birla, urged him not to let the government take a certain committee route.
“The main points of the bill and indeed of the biological diversity law, 2002 are sought for fair and honest amemen for the Ministry of Environment, Forest and Climate Change, and consequently to the Committee remain related to him,” Ramesh said in his letter to the speaker.
Opposition suspects that the Select Committee, led by ruling party members, may be unfair with various concerns raised by experts who are different from certain provisions of bills that have not only disbursed the provisions of detention with a fine in the proposed law but also Replacing a judge (court) with the secretary level officer to determine the punishment.
But Ramesh has his letter, does not state certain reasons.
“I don’t want to say more about the motivation of the government to bypass the fixed committee concerned and refer to a contract bill to a particular committee.
The motivation is clear.
What I want to say is that the step is an intentional insult to the Committee,” Ramesh wrote urged the speaker to refer to the bill to the fixed committee concerned.
