Secunderabad: In the movement which in the end can see the civilian territory of the Secunderabad Cantonment joining Hyderabad, the Ministry of Defense (MOD) has been seeking input from local military authorities (LMA) in the main document related to the excision of civilian regions from 62 Cantonmen throughout the country.
According to the letter owned by TOI, MOD has prepared a modality and mechanism for the excision of Civil Region Cantonments and has asked LMA to enter input and comment within a week and send it back to the Army headquarters.
Officials at the Telangana Andhra Sub-Area Headquarters deal with the document.
Sources say the army can produce a comprehensive policy on the excision of civil region immediately.
But the source of defense lips with the possibility of a recommendation by LMA to the army HQ about this problem.
“It’s very secret and we can’t reveal content.
Our reply will be comprehensive,” Defense sources said.
However, it was studied that Cantonese throughout the country must be converted into ‘military stations’ after de-notice of civilians from them.
“Because this problem is handled directly by the Army HQ, the role of the Chief Executive (CEO) of all Cantonment boards has also been minimized in the excision of civilian territory from Canton,” said one source.
Residents of Secunderabad demanded the combination of civil regions from the Cantonment with a large Hyderabad Municipal Corporation, especially for poor facilities.
More than four Lakh SCB residents also supported the campaign led by TOI where senior government officials, SCB boards for officials and civil society brainstorming on the need to combine several SCB colonies with GHMC.
On August 6, 2018, Minister of State (MOS) for the Defense Subhash Bhamre set a roll of rolling at Rajya Sabha who said the army had suggested excision of Cantonese civilian regions and changed military pockets into the military station.
After that the office of the Prime Minister and Army HQ, Delhi, was involved in the preparation of the draft and modalities in the Civil Region de-Notification proposal.
The first meeting of De-de notification was held on November 2021 under the leadership of the Defense Minister Union Rajnath Singh.
Mod takes the terms and conditions of the excision of the Civil Region Ambala Cantonment, based on the Excision Mod policy in 1955 and prepares a draft on the possibility of excision.
Jitender Surana, Secretary General, All Cantonments Citizen’s Welfare Association (Accwa), said that some civilian regions in Cantonese throughout the country will benefit from a merger for good governance.
“Of course, this is a long process and once MOD provides a nod, the process of the civil area de-notification from Cantonment will be done,” Surana added.
The source said that the government could complete the process before the 2024 general election.
