MADURAI: The Madras High Court on Monday ordered PostPonemen Protection of Kishore Vaigyanik Yojana (KVPY) Aptitude Test scheduled to be carried out on November 7.
The court ordered a delay of tests acting based on litigation of public interest trying to do all regional languages instead of English and Hindi.
The court is looking for a central response to the steps taken to get adequate personnel so that the exam can be held in many Indian languages.
A division bench from chairman of Judge Sanjib Banerjee and Justice M Duraiswamy passed the temporary order after recording the central submission that he did not have sufficient personnel to assess the answers given in various languages.
The center is further submitted that it may be difficult to find equal terms in local languages when it comes to scientific words and terminology.
The judges observed that it would not be done for the center to say that it did not have a qualified assessor to appreciate the material included by non-Hindi and non-English aspirants.
If at all it is a deficiency with the center, young candidates from non-Hindi and non-English belts in the country should not suffer for such reasons.
The judges observed that for example, it could be said that both Germany and Japan lacked technology or in science because English may not be used in these countries.
Although it is possible that scientific words are commonly used in certain languages, it is impossible that a candidate who is not proficient in a particular language will not be able to show his skills in the field of science like that.
It is possible for a smart young mind prepared in Assam or other young prospects from inside in the Odisha countryside to be able to present brilliant ideas that the KVPY project aspires to utilize.
Just because candidates may not be proficient in Hindi or British may not number the candidates disqualified, observing the judges.
Judges further observed that even if it was a Token RS 5,000 scholarship, it meant that the recognition of young thoughts and every Indian like that must be entitled to participate together in the process and show their talents.
Pill was submitted by G Thirurugan from Ramanathapuram district.
He stated that the main purpose of the KVPY aptitude test was to identify students with talent and talent for research, to help them realize their academic potential and to encourage them to take research career in science by providing fellowship.
The applicant states that conducting examinations only in English and Hindi will carry out injustice for students who study in other instruction media.
Therefore, the Applicant tries to carry out the KVPY test in all regional languages including Tamil.
This case was postponed by two weeks and posted before the principal bench in Chennai for further hearing.
