Hyderabad: register a strong protest against the proposed amendments to the rules of All India cadre (AIS) on the central deputation officers, Telangana Chief Minister K Chandrasekhar Rao said the amendment was against the spirit of the Federal Constitution, both in letter and spirit and the strained relationship between the center and the state.
CM in his letter to Prime Minister Narendra Modi on Monday asked the government to stop trade unions from the proposed amendment in the interests of the administration of justice.
The center has recently proposed to amend the rule 6 (representative cadre) of the rules of administrative services in India 1954.
With this, the center does not have to take the approval of the state government to send officers on deputation central AIS.
Department of personnel and training (DOPT) wrote to all countries that seek their opinions on this before January 28th.
Some countries are opposed to the proposal CMS Center at the deputy.
“The proposed amendment to the rules of AIS cadres did not change the Indian constitution relating to the center-state relationship.
Instead of changing the backdoor method AIS service rules, it should muster the courage to change the terms by parliament,” said KCR.
While calling it a dangerous move (amendment), which is contrary to the constitutional framework and the spirit of cooperative federalism, KCR said that if the proposed amendment is influenced by the center, the state will be reduced to an insignificant entity.
CM said that this proposal is aimed at indirectly by the central control officers working in these countries and also amounted to disrupt the functioning of the state government.
“It also targets of harassment officer and demoralized them apart impact on the accountability of officials to the state government.
The state government entity will be helpless in the matter AIS Officer,” said KCR.
