Dibrugarh: Active Cadre NSCN (Reform) surrendered before security forces in Changlang Regency Arunachal Pradesh on Wednesday.
The cadre has been identified as a Personal Hangphuk Bansam (33), a resident of Watlom Village, Yatdam Circle.
