New Delhi: In the midst of a global debate over the regulation and control of social media, the Twitter microblogging platform on Tuesday warns that ‘open internet’ is more risky than before, and emphasizes the need to coordinate and multi-stakeholder strategies to survive, safely, and global open internet.
In paper position on ‘protecting open internet’, Twitter told the government who strive to defend and expand online freedom can not stand while other countries try to silence critics, censor journalists, and block access to information.
“The harassment of the service provider is a worrying norm, accelerated by the proposal to ask local staff responsible for decisions rather than corporate entities,” Twitter said.
Open internet is more risky now than before, paper concludes.
“…
targeting journalists and independent activists highlight the willingness of several states and actors to use digital policies and manipulations to control political debates,” he said.
The paper continues by saying that as digital infrastructure control increasingly is the focus of geopolitical actions, this problem cannot be seen isolated.
“It is very important that there are coordinated multi-stakeholder strategies to respond to these threats and maintain free, safe and global internet,” he added.
Open internet is not something to just be accepted; And in the coming years, decisions will be made that define their future, Twitter observes.
“The risk that the rhetoric of policy and legal language will be co-opted and armed by those who try to deliver in the techno-nationalism era are real,” Twitter said.
In the newspaper, Twitter describes five guiding principles for regulations.
“Open internet is global, it must be available for all, and must be built on open standards and protection of human rights,” Twitter said.
Trust, note, is very important and can be built with transparency, procedural justice, and privacy protection.
“Recommendations and ranking algorithms must be subject to human choices and controls,” Twitter said.
It argues that competition, choice and innovation are the foundation of open internet and must be protected and expanded, “ensuring petting is not entrenched by law and regulations”.
“Moderate content is more than just leaving or down.
Regulations must allow for various interventions, when setting a clear definition for the content category,” Twitter said.
The US-based company has faced flares in the past for various actions taken on tweets and accounts of high-profile user and compliance delays with new Indian rules in immediately after the notification of these norms earlier this year.
Under new rules, social media companies are required to reduce content marked within 36 hours, and delete in 24-hour content marked for nudity, pornography etc.
New rules are designed to prevent abuse and misuse of platforms, and offer strong forum users for complaints complaints.
“As recorded by various sounds, a significant combination of administrative penalties for individual pieces and expected removal in a short period of time – whether one hour or 24 hours – creates a significant company incentive to excessive content, especially in the edge case,” said Twitter.
This more acute affects small companies and new services that have more limited resources to step or pay a fine, said the social media platform.
This framework must be supported by a strong and independent process and free of political interference while allowing the participation of civil society, said Twitter paper.
