President of State President Girish Chodankar said that Congress would form the Manifesto implementation committee to ensure that all schemes were implemented sequentially.

Congress MP Rahul Gandhi said that the Goa government would focus on the creation of employment, and the Manifesto Congress has stated that private companies will get incentives if 50% of their employees are GOANS.
All government recruitment will go through the Goa Staff Election Commission with a general written examination conducted.
The test results will apply for a year, Manifesto said.
Congress has also promised a comprehensive land development reform, vowed to frame a new regional plan for the country within two years while limiting the role of planning and development authorities to prepare for outline development plans.
“Parts 16b of TCP actions, which have become a source of corruption, will be removed,” Manifesto said.
As expected, Congress also provides a great emphasis on women-centric policies, promising 30% reservation in government work for women, more women’s police companies, public transportation specifically for women, and hostels who work for women.
Congress also promised to remember Kadamba Transport Corporation, implement a public transit system that quickly connects Panaji to Mapapa, Vasco, Ponda and Margao, reviewing goamile contracts and promoting electric vehicles.
In terms of environmental protection, Congress has promised to make every effort to revoke CRZ 2019 notification and revive Crz 2011, which protects ecologically sensitive features.
The party also said that Goa would not be allowed to become a coal hub or gambling hub.
