Thiruvananthapuram: General Education and Minister of Labor V Sivankutty stated that all schools will be mandator must issue a transfer certificate (TCS) to children if they demand, according to section 5 (2), (3) of the right to action.
Replying to Submission by MLA A shamsere shows that some schools deny TCS to students when they try to be transferred to schools near their home, especially during the Covid-19 period, the minister said that there were those who found this violation of law.
The minister said that the acceptance to the chosen school they could only take into account the physical condition of the school, and in the higher middle class, the transfer will be through a single window reception procedure.
The minister said that there were several schools insisting that the transfer certificate would only be issued if the full cost was paid and some schools had even issued legal notifications to students who demanded full payment fees.
The government took things like that very seriously, he said.
The minister said that instructions were given that during Covid-19, even the transfer certificate should not insist on school and receipts must be given on the basis of the declaration of self by students and parents.
