New Delhi: The Ministry of Social Justice and Empowerment has suggested that the definition of the word ‘addicts’ can be eliminated and vice versa such people are referred to as ‘users’ and ‘depending on substance’, in an effort to increase NDPS acting.
Emphasizing that users and dependents are arrested with a small number of drugs and their families must be treated as “victims” and not the cause of substance abuse, the Ministry of Justice and empowerment has suggested mandatory rehabilitation and treatment and penalty.
The recommendations responded to requests by the Revenue Department for possible modifications to narcotics drugs and Psychotek ACT 1985.

Criminalization of use, especially soft drugs, only helps in encouraging the entire business into a cloudy zone, dark and eventually creates the convergence of interests between users and sellers of drugs, which is the last thing that must be targeted by law enforcement.

It is also recommended that in the part relating to national funds to control the reduction in demand for drug abuse with special programs in schools and colleges can be added.
In the violation and punishment, the Ministry has proposed a change so that while saying punishment that can be carried out between those who have been captured by small amounts to personal consumption and those who are captured with large amounts of what will be defined as “small quantities”.
In one of the clauses that talk about the immunity of prosecution of the interests of volunteers for treatment, the ministry has suggested that voluntary components removed because it is recommended that for all the treatment of these users must be mandatory for the period must be followed by the period of mandatory community service.
By chance, these suggestions came at the time of the Mumbai cruise drug case involving Aryan Khan, the son of Bollywood star Shahrukh Khan was on the news.
The problem in small amounts of drugs with individual consumers has received the spotlight after the case of the Khan.

The Ministry of Finance’s revenue department examines the amendments to strict laws that regulate the trade in illegal drugs and seizures, with provisions that impose imprisonment that cannot be negotiated and fine.
As part of the exercise, the Ministry of Finance, who ruled the NDPS law, recently sought the opinions of each ministry which was stakeholder in the debate.
