Patna: The teachers in Bihar are in embrace towards the recent government direction to the university to delay their sustainable promotional processes under the career progress scheme (CAS) given the amendments proposed in the law.
Anxious teacher captures that hundreds of them, who have been promoted or tended to be promoted as professor of associates and professors in accordance with existing laws, will be affected.
Expressing serious concerns over the recent direction for promotion delays, the Federation of Bihar University Teacher Association (Futab) observed that it was the principle of the legal cardinal given by the benefits of a person may not be brought back with a retrospective effect.
Holding long-term promotion before promulgating every new law or any amendment in the law will become a gross injustice to university teachers, he said.
Referring to the UGC letter issued to the universities in February last year, the Futab Worker President, Kanhaiya Bahadur Sinha, and Secretary General, Sanjay Kumar Singh, showed that universities have been asked to complete all the earliest promotional cases.
“As a result, the universities initiate the process according to promotions earnestly, but because of the outbreak of Covid-19 pandemic, the process cannot be resolved.
In many cases, the referee reports received late and the screening committee meeting cannot be held on time,” they said.
They further showed that in March 2020, the Patna High Court had directed that the university could not store promotional cases delayed for more than six months.
They urged Chancellor and the state government not to ignore the direction of UGC and the High Court and provide original promotions for all decent teachers.
The three member committees were formed by Chancellor to re-demand promotional laws considering UGC regulations, 2018 reported to have completed their work and new promotion laws tended to be approved immediately.
