Darby Upper: A woman was raped by a stranger on a commuter train in the suburbs of Philadelphia in front of other motorists who said a police officer “should do something.” Timothy Bernhardt Inspector from the Darby Police Department, said the officers were called to the 69th Street Terminal at around 10pm on Wednesday after the attack on the Westbound track on the Pasar-Frankford line.
An employee of the Southeast Pennsylvania transportation authority around him when the train passed through the police to report that “something was not true” with a woman on the train, Bernhardt said.
Police Septa waited at the next stop to find the woman and arrest a man.
The woman was taken to the hospital.
Bernhardt called the victim “extraordinarily strong woman” which provided a lot of information.
He didn’t know his attacker, he said.
“He was repaired,” Bernhardt said.
“Hopefully he will pass this.” All episodes were arrested on the video supervision that showed other people on the train at the time, Bernhardt said.
“There are many people, in my opinion, who should intervene; someone should do something,” Bernhardt said.
“It’s talking about where we are in the community; I mean, who will let something like that happen? So it’s troubling.” Fiston Ngoy, 35, has been charged with rape, indecent attacks that are exacerbated and associated quantities, according to the County Delaware court record.
Bernhardt said he was known as police septa and darby over.
Court documents do not include defense lawyers, and numbers listed for him cannot be found on Saturday.
Septa issued a statement to call it a “horrendous criminal action” and urged anyone who witnessed something like that to report it to the authorities.
“There are other people on the train who witnessed this terrible action, and may have been stopped faster if a driver named 911,” the authorities said.
