Nagpur: President Zilla Parishad from Gadchiroli knocked Nagpur’s bench from the Doors of the Bombay High Court which demanded the release of development funds for the district dominated and dominant.
As a respondent, including the Maharashtra government, has stopped funds, crucial development works have been jammed, he said.
Applicant Ajay Kankadalwar from Ahereri prayed for direction to respondents to release funds considering the approved expenditures based on the district annual plan for the financial years 2021-22 were prepared for various departments.
These include construction, health, women and children’s development, education, irrigation and livestock.
The division bench consisting of Judge Sunil Shukre and Anil Pansare on Tuesday issued a notification to state planning and the Secretary of the Rural Development Department, Divisional Commissioner at City and Gadchiroli Collector, asked them to respond within three weeks.
Applicant applicant Ketki Joshi received notice for all of them.
Depending on the expenditure that will be spent on the implementation of various works under the District Annual Plan has also been approved, the Petitioner’s advice – Shreferang Bhandarkar and Able Lakhani Renu – said for several political reasons, funds were not released.
They argue that Gadchiroli residents have the same rights for the development of their place equivalent to other districts.
Referring to the ZP meeting held under Kankadalwar on February 17 last year, advice argues that many development schemes for education, health, water, roads and agriculture are approved by ZP members in a round voice for areas that come under 12 Panchayat Panchayats consisting of 457 grams of Panchayat.
However, the work could not be started as a collector, despite receiving funds, failed to release it.
Quoting minutes of the meeting and the resolution passed by ZP, the applicant said what was formed as a basis for approving expenses based on the district annual plan.
After administrative approval is given by the ZP authority, the tender is floating and completed and only the work order is left issued.
However, after funds were not released, Kankadalwar filed a complaint to the Division Commissioner after, but there was no progress carried out to date.
He also made several representations of the Ministry of Development and Rural Planning but met with the same fate.
The applicant revealed that because some political agendas appeared that political parties must have disrupted the process, which led to traffic jams in development work.
“Officials concerned in the collection with collectors deliberately seized legitimate rights and funds only to fulfill some political agenda and complaints, so that they seize true beneficiaries who are citizens.
Respondents make their power ridicule and position by acting in relationships and seizing rights legitimate from Gadchiroli residents, “he said.
