Guwahati: Congress has called the Livestock Conservation Bill, 2021, introduced in Assemblies Assam on Monday, a tactic to divert the attention of the people of the government’s failure in covid management and vaccination.
In principle, the congress seems to agree with the contents of the bill proposed by the Chairman of the Minister of Himanta Buswa Sarma, but at the same time he believed that the existing Cattle Assam Conservation Act, 1950, could be changed.
“In Manifesto Election 2021, we have promised the development of ‘Gaushlas’ in each district.
The Assam Congress has also increased the problem of illegal cattle syndicates in Assam under the BJP government,” Deputy Leader of Congress in Lok Sabha and Kalibor MP, Gaurav Gogoi, said at the conference The press on Tuesday.
The new bill has provisions for the state government to build Gaushalas.
This point was also raised in the Manifesto Congress in the latest assembly elections.
The 1950 Act also regulates the massacre of livestock in Assam, provided the veterinary officer concerned provides a fit-slaught certificate.
However, new laws will revoke the action and consumption of beef 1950 in many fields will now be considered a violation.
After the bill gets a nod of houses, sales, offers or exposure to beef will be banned in areas that are mostly inhabited by Hinduism, Jain, Sikh and other non-beef eating communities.
Also, the ban will take effect in a 5 km radius of the temple, Satra (Vaishnavite Monastery), or other Hindu religious institutions.
“The cow is a respected animal in Assam.
We celebrate ‘Goru-bihou’.
In fact, this aspect of the culture of Assamese must be taken to all parts of India,” Gogoi added.
‘Goru-bihou’ is the first day of Rongali Bihu, the biggest Assam Festival.
“All the main provisions of this bill are already in the previous law.
Why is it not changed if necessary, and correctly implemented? The government does not require new law to overcome the problem of cattle smuggling,” Gogoi said.
He said the Government’s steps of Assam were copy-paste jobs regulations on the protection of cattle introduced by the BJP government at Uttar Pradesh.
Apart from the rich culture and community sentiment from the People of Assam, the leader of the Congress accused that the bill was introduced by CM on the RSS command.
“Nagpur directly dictates the term in Assam and the teachings of the Mahapurush Sankardev-Azan PIR are being ignored,” he said.
“This cooperative will not be able to take care of old cows that have stopped producing milk.
This will create a harassment environment when farmers want to buy livestock.
Not mentioned about how to increase milk production, create more cooperatives and production units.
The Government of Congress on the other hand has brought The World Bank project to Assam to promote milk production, “Gogoi said.
