Guwahati: The Gahati High Court has directed someone, who continues to enjoy the right to choose more than 20 years even though it was declared a stranger in 1999, to register as a “foreigner” with foreign regional registration officers (FRRRO) within 60 days.

According to citizenship law, 1955, people who entered Assam between January 1, 1966, and March 25, 1971, and found foreigners should register in 60 days.
Their names, if included in the selection roll, must be removed for 10 years but they will continue to enjoy other rights given to citizens.
After 10 years, they can qualify to include their names in the voter list.
The problem was revealed during the petition hearing submitted by Jagat Ghosh, a resident of Lanka in the Nagaon Assam district, before HC challenged the decision of the trial of foreigners who claimed to be strangers.
The court order passed in May 1999 said Ghosh had entered Assam from Bangladesh between January 1, 1966, and March 25, 1971.
On May 3, 1999, the court issued the command of the former Parte to Ghosh to appear directly or send documents to prove that he entered Assam before 1 January 1966.
Ghosh approached the high court last year was directed to make himself registered as a stranger with a police supervisor (border), Nagaon.
Ghosh approached HC last year claimed that he knew about court orders in 2018.
In his petition, he claimed that because of his ignorance, he was not registered as a stranger even after the court passed.
