Guwahati: Governor Assam and Chancellor of State University, Jagdish Mukhi, have asked the University of Gautati (GU) to submit a weekly schedule of lecture classes of each faculty member, who feared the teacher will erode the authority given to the Chancellor’s representative.
Monitoring class affairs followed the previous governor’s conflict with university teachers and students who opposed Mukhi’s direction to end the contractual teacher.
The teacher association of the University strongly criticized the new governor’s order, which they called ‘expected monitoring’ from the Governor’s Secretariat.
“In our knowledge, in almost 75 years of GU history, class monitoring has never been carried out by the governor.
This surpasses expectations, because the Chancellor’s representative is responsible for monitoring academic affairs,” said Gautati University Guru Association (Guta) Secretary General, Bikash Gogoi.
In accordance with the existing GU rules, Guta said the academic council led by VC University was the highest body in academic affairs.
In a last letter from the Governor’s Secretariat to the Deputy Chancellor Gu, Secretary of the Governor of the Dutta Dutta Deka wrote to complete the department’s response report on the weekly time table of college classes on each faculty member to be signed by the head.

“This report must reach the office below or before 30 October 2021 for the next assessment of Chancellor,” read the letter.

“There is no confidentiality in the routine but it’s a matter of concern because the governor has intervened in internal problems,” he added.
Details of the class routine can justify the restrictions on teacher posts in several departments, although Gu sources said it might not be justified as many teachers involved in research and other extension activities such as attending and conducting seminars, research and development work may not devote all the time in Class teaching.
In accordance with the previous UGC regulation, the minimum direct teaching learning hours for assistant professors are 16 hours per week, while the same for professor associates and professors is 14 hours.
