Chandigarh: For about the last four years, Parveen Kumar, a car company employee, has paid the installment of the housing loan he has taken for the plot, which Haryana Shahari Vikas Pradhikaran (HSVP) “was wrong” given to him on land that did not belong to the authority.
Realizing their mistakes after allocating a plot to Kumar, HSVP has attracted a quota that was made to him with a guarantee of giving him an alternative plot.
Kumar even took a loan to build a house in the plot.
He has taken water connections and completed other formalities, including the approval of the plan of the building from HSVP to build a house for his small family.
Over the past four years, Parveen has visited almost every HSVP office, from Jhajjar officers to Chandigarh and even the minister’s office for alternative plots with the first rewards allocated and then canceled by HSVP.
Taking awareness of Kumar’s request, Punjab and Haryana High Court recently issued a notice to the main administrator, HSVP and HSVP authorities, Jhajjar is looking for their reply.
HC issues a notification of Kumar’s request for the same size plot allotment, which is “mistaken” allocated by HSVP compensation and RS 10 lakh to cause mental suffering.
On July 3, 2017, HSVP, formerly known as Haryana Urban Development Authority (Huda) published advertising for the E-Auction of Plot located in Sector 6, Jhajjar.

Being the highest bidder, plot no 843, measuring 135 square meters, located in Sector 6, JHJJAR was given to him in RS payment of 25.11,000.
Kumar, a resident of Niyana Village in the Gradisan District but is currently working in a car company in Manesar, also given possession of plot by HSVP.
On April 25, 2018, he completed all the formalities needed to build a house, including water connections and the approval of the development plan from the HSVP office to start construction on the plot.
On June 4, 2018, HSVP communicated him to withdrawing possession of plot.
This was done after HSVP realized that the plot given to him was located on land that did not have HSVP as an Indian oil pipeline (IOC) passed it.
“Since July 2018, I have struggled to get an alternative plot.
I have paid the full payment and the end of Rs 25.11 Lakh after taking a housing loan from the bank.
I have paid routine installments of a home loan, which doesn’t even exist.
The bank has asked me to Submit a homework certificate within five years.
Almost four years have passed.
I might be ordered by the bank to cheat without errors.
I have visited almost every authority, including the CM office for alternative plots but nothing is done to date, “Kumar said Tii.
He said his family was tense and he had developed medical complications due to prolonged stress.
