Bengaluru: The legislature of the state on Saturday asked the government not to adopt national-national software e-vidhan – for paper without paper and go for customized software instead for upper and lower houses Karnataka.
Previously, last month, as reported by TII, Head of Secretary P Ravi Kumar had directed the legislative IT cells to carry out a gap analysis between legislative requirements and what was available under a centrally sponsored Neva scheme.
IT cells handed over a report to the Secretary of the Head on Saturday, and the government was told that this national software format would not be suitable for the legislative Karnataka for truly digital.
The legislative source said at a meeting – which included representatives from the National Informatics Center (NIC) – the participants were told that this software was not in accordance with the legislative bicameral carnataka and there were significant differences in the rules and legislative regulations, which could implement national software.
“We have asked the main secretary to reconsider the decision about surviving with national software,” said a legislative official.
According to the Head of Secretary P Ravi Kumar, the decision to adopt purely economical national software because the center will provide 60 percent of funds.
However, on the contrary, if Karnataka must adjust or prepare its own software, it will cost Rs 250 Crore.
Legislative sources say the DPR has been prepared and with the Ministry of Finance, which is suspected of not wanting to sanction because the expenditure will be spent.
“According to the DPR, the maximum number will lead to civil work, including the construction of new video conference halls and back-end offices, for the legislature to go without paper,” said the official.
Speaker Vishweshwara Hegde Kageri openly blamed the bureaucracy because of his apathy on the application of the proposal.
