Bengaluru: The Karnataka Government is getting closer to a paperless system by introducing digital verification of documents for work purposes and educational goals.
Using the Indian government application DigiLocker, the E-Governance Department has more or less digitizing the education details of students of 2.8 Crore, including MSPheets of 80 educational institutions in the state for 2019-20 and 2020-21.
These include certificates to leave secondary schools (SSLC), pre-university courses (PUC), professional courses such as BE and MBBS, and pure trade and art science programs.
With the DigiLocker application already has a direct link with documents issued by the government such as Aadhaar, PAN and SIM, the department plans to get private companies to verify documents with digitally for work purposes.
“We have traced 49 departments in the Karnataka government to secure access below DigiLockers for digital verification of possible employee documents.
We are in the process of getting a private company as well for that purpose,” said HM Shreevyas, project director for DigiLocker.
This process is also expected to authenticate education credentials of each candidate because of digital signatures.
“We have provided digital signature options to each educational institution, which will authenticate candidates academic credentials and get rid of fake certificates,” Shreevyas said.
Access to notes will only be available with previous approval.
For this purpose, the state government will bring an approval platform called e-stock.
Additional Chief Secretary of Dpar (e-Governance) Rajeev Chawla said the data governance committee will meet on Wednesday to ratify the approval for private companies to access the digital notes of prospective employees.
“With the protection of data and privacy is the most important, the e-stock framework will help fiduciary data to share it with private companies only at the agreement given by candidates,” Chawla said.
Chawla said that the framework and rules were ratified, the government would invite private companies to secure licenses under e-sahhamati and continue further to secure data.
It is said that the government will then complement every small and large private company to have trained professionals with access to data to access and download records for their verification.
“The department will secure the details of one particular person, who will be notified by the company as a nodal officer and gave him technical education on how to use the application,” the official said.
This department is sure to store storage and DigiLockers that are safe from hacking due to sophisticated encryption similar to one uidai used to protect the details of citizens.
The same access can also be used by educational institutions to register students for higher education.
The government hopes to digitize all student education records up to 10-15 years, from 2006, thus giving a substantial document set department for verification.
