A official spokesman said the SCSP Directorate would be a nodal agent for that purpose.
Competent authorities to approve the estimate of the country’s annual budget will also approve SCSP approval simultaneously, before sending it to the legislative assembly.
There will be a single mechanism for the flow of funds under SCSP and the Ministry of Finance will remain the controller authority for this purpose.
SCSP’s progress will be reviewed and monitored at the state level, and blocks, according to procedures and by the committee as specified.
Each department must ensure transparency and accountability at all levels in the implementation of SCSP.
The efficacy of the law will be ensured by a systematic and complete procedure of all aspects with respect to the formulation and implementation of SCSP in the state.
In addition, the department that implements SCSP will be responsible for implementing it in the spirit of actually for the benefit of stakeholders, the population of the Castes scheduled in the state, the official spokesman said.
The new law will ensure transparency and accountability at all levels in the SCSP implementation.
There will also be provision of incentives for commendable performance and penalties for intentional neglect of any rule under the law by government officials, he added.
